Artificial Intelligence (AI) is transforming nearly every aspect of society, and one area where its impact is particularly profound is in legislation and public service. As AI technologies continue to advance, they are reshaping how laws are created, enforced, and interpreted, while also influencing the roles and responsibilities of public servants. In this blogpost, we'll delve into the multifaceted impact of AI on legislation, its enforcement, and the evolving job contents of public servants. AI in Legislation: speeding up tasks

Traditionally, the process of drafting legislation has been a labour-intensive endeavour, demanding extensive research, analysis, and collaboration among lawmakers and legal experts. However, AI is revolutionizing this process by automating tasks such as legal research, document analysis, and even drafting proposed laws.

Legal research, which once involved crawling through volumes of case law and statutes, can now be expedited through AI-powered tools like ROSS Intelligence or LexisNexis. These platforms utilise natural language processing (NLP) and machine learning algorithms to sift through vast amounts of legal data, extracting relevant information and insights in a fraction of the time it would take a human researcher.

Moreover, AI algorithms can assist in drafting legislation by analysing existing laws and identifying potential conflicts or inconsistencies. While human oversight remains crucial in the legislative process, AI tools can streamline the initial stages of drafting, allowing lawmakers to focus their efforts on higher-level decision-making and policy analysis. One of my colleagues worked for the Belgian Social Security Administration to automate decisions in case management. It became clear that this would need escalating certain laws to parliament for review as many rules contradicted each other making it impossible to automate decision making.


Enforcing Legislation with AI

The enforcement of legislation encompasses a wide range of activities, from monitoring compliance to investigating violations and administering penalties. AI technologies are increasingly being leveraged to enhance the efficiency and effectiveness of these enforcement efforts.

One notable application of AI in law enforcement is predictive analytics, which uses historical data to forecast future criminal activity and allocate resources accordingly. For example, police departments in several cities in the States and the UK have implemented predictive policing models to identify high-risk areas and pre-emptively deploy officers to deter crime. AI will also support police officers and other first responders (medics, firefighters) to enhance their situational awareness. The components are available, the architecture is straightforward. Additionally, AI-powered surveillance systems are becoming ubiquitous in monitoring compliance with regulations across various industries. For instance, in the financial sector, machine learning algorithms can analyse vast amounts of transactional data to detect patterns indicative of fraud or money laundering, enabling regulatory authorities to intervene proactively. And in insurance, pattern recognition has been around for a while but with the use of Large Language Models insurance companies can detect hints of fraud in the language used by the fraudsters.

Furthermore, AI is revolutionizing the legal profession itself, with the emergence of "legaltech" startups offering innovative solutions for case management, contract review, and e-discovery. These tools empower legal professionals to work more efficiently and deliver better outcomes for their clients.


The Impact on Public Servants

The integration of AI into legislation and enforcement processes inevitably impacts the roles and responsibilities of public servants tasked with upholding the law. While some fear that AI may lead to job displacement or deskilling of certain tasks, the reality is more nuanced.

Indeed, AI has the potential to augment the capabilities of public servants by automating routine tasks and freeing up time for higher-order thinking and decision-making. For example, administrative tasks such as data entry or document processing can be delegated to AI systems, allowing public servants to focus on interpreting complex legal issues and devising innovative policy solutions.

Moreover, AI can enhance the accuracy and consistency of decision-making in areas such as regulatory compliance and adjudication. By leveraging machine learning algorithms to analyse case data and identify precedents, public servants can make more informed and equitable decisions, reducing the risk of bias or error.

However, the successful integration of AI into public service roles requires adequate training and support for personnel. Public servants must develop digital literacy skills to effectively interact with AI systems and interpret the insights they generate.
